Washington County's Water Efficient Landscape Program (WELP) offers financial incentives to homeowners who convert living grass to water-efficient landscaping. BlackWood designs and installs projects that meet every program requirement — so you can get your rebate check without the guesswork.

Eligible cities include St. George, Washington, Hurricane, Santa Clara, Ivins, La Verkin, Toquerville, Virgin, and unincorporated Washington County.

HOW WE HELP YOU QUALIFY

WELP-ready installs, done right the first time.

50%+ Living Plant Coverage

We design and plant water-efficient vegetation that meets the district's 50% living coverage requirement at maturity — trees, shrubs, and natives that thrive in Southern Utah's climate.

Drip Irrigation Conversion

WELP requires all overhead sprinklers to be replaced with drip systems. We install independent drip zones with proper filters, pressure regulators, and emitters rated at 20 GPH or less.

Permeable Ground Cover

Rock, bark, mulch, and un-grouted stepping stones — we use only WELP-approved surface treatments that are uniformly permeable to air and water.

Minimum 300 Sq. Ft. Conversions

We plan your project to meet or exceed the 300 sq. ft. minimum grass conversion requirement, including proper handling of any remaining lawn width standards.

Pre-Approval Coordination

WELP requires a site visit before work begins. We help you navigate the application timeline so nothing is started before your approval is in hand.

WHO CAN APPLY

Current property owners with a municipal water account in good standing within participating Washington County municipalities.

MINIMUM CONVERSION

300 sq. ft. of living grass must be removed. Any remaining lawn must be at least 8 feet wide. Exemptions apply if all lawn is removed.

IRRIGATION REQUIREMENT

Overhead sprinklers must be replaced with drip systems featuring independent zones, filters, pressure regulators, and emitters at ≤20 GPH. No micro-sprays or bubblers.

PAYMENT TIMELINE

Rebate checks are issued within 30 days of recording a Conservation Easement. Checks expire 90 days after issuance. IRS W-9 required for most property types.

COMPLETION WINDOW

All work, including Conservation Easement documentation, must be completed within 18 months of signing the program agreement.

PRIOR APPROVAL

No landscaping may begin until your application is approved and a pre-conversion site visit is completed by the district.
